Shandong will endeavor to solve preschool education problems by 2015, said a senior official of the Shandong municipal government.

The local authority will provide easier kindergarten access and high-quality educational institutions with lower tuition fees, Zhang Zhiyong, deputy director of Shandong Education Department said at a news conference at which Shandong`s Plan for Childhood Development During the Twelfth Five-Year Plan (2011-2015) was announced on June 1.

Shandong will build more public kindergartens, according to Zhang.

In Jinan alone, fifty public kindergartens will begin construction this year, according to Jinan Education Bureau.

Meanwhile, Shandong`s county-level governments are encouraged to build at least one public kindergarten meeting provincial standards. Each town and urban community shall have at least one kindergarten approved open by the provincial authority, Zhang added.

In addition, efforts will also be made to improve compulsory education, as well as education for migrants` children over the next five years.
