[9:31:37 February 28th, 2011] Kong Fanke: Water and soil conservation is one of the most important components of the ecological construction, the significant infrastructure work of ensuring the sustainable development of economy and society, as well as one of the basic state policies. In recent years, along with the high priority of the state to the ecological construction and the putting forward of ecological strategy, and under the right leadership of the provincial Party Committee and Government, as well as because of the joint effort of related institutions of different levels, the water and soil conservation work of our province has been fruitful, and has make a great contribution to the sound and fast development of the economy and society.

[9:31:37 February 28th, 2011] Kong Fanke: On the 25th, December of last year, the 11th NPC Standing Committee approved the revised Law of the People’s Republic of China on Water and Soil Conservation, which will be put in force on March the 1st. The provincial press briefing is held here today. Mr. Shang Mengping and Deputy Manager of the Director of the Shandong Department of Water Resources are invited to give us a circular of the related conditions about the current situation of the water and soil conservation in our province, the situation of the publicity and implement of the Law and answer the reporters’ questions.

[9:33:44 February 28th, 2011] Shang Mengping: Friends from the press, ladies and gentlemen, good morning. Water and soil are both the significant metaphors we live by. Because of the natural and historical reasons, water loss and soil erosion is very serious in our province and it’s our important task to conserve water and soil. On the 25th, December of last year, the 11th NPC Standing Committee approved the revised Law of the People’s Republic of China on Water and Soil Conservation, which will be put in force on March the 1st. This is one of the milestones of the legal construction of water and soil conservation.

[9:34:04 February 28th, 2011] Shang Mengping: The launch of the new Law will make a significant influence on the water and soil conservation. Before the launch of the new Law, I would like to take this press conference to express my sincere gratitude to the press and people from all walks of life that have been supporting the water and soil conservation of our province. And on the other hand, I’d like you friends from the press to give information to the public about the basic situations of water and soil conservation and the new Law. Through your publicity, I hope the public will strengthen the awareness of water and soil conservation and hope there will be a dense atmosphere of consideration and support of water and soil conservation. In this way, the water and soil conservation will guarantee the sustainable development of economy and society and make contribution to the economic-and-cultural-strong province construction.

[9:35:22 February 28th, 2011] Shang Mengping: First, I will introduce you the condition of the water and soil conversation of our province.

[9:35:40 February 28th, 2011] Shang Mengping: According to a recent (in the year of 2000) survey of water loss and soil erosion, the water lose and soil erosion happened to 36000-square kilometer ground. There are more people and less land and water in our province, which means that the water and soil is very precious. Our per capita water availability is 334 cubic meters---a sixth of the national average. So our province is listed in the extreme water shortage area in the world. The average cultivated land of our province per capita is 1.2 mu, which is also lower than the national average. The water loss and soil erosion is making the situation much more serious and has made a potential risk for the development of economy and society. The water loss and soil erosion was once called the top environmental problem of our country and has caused wide public concern.

[9:35:40 February 28th, 2011] Shang Mengping: Since the founding of new China, our country has paid priority to the water and soil conversation and has listed it as on of our basic state policy. Our successive provincial Party Committee and Government have also pay high attention to the water and soil conservation work. During the past 20 years, under the leadership of the provincial party committee and government and along with the support of related institutions and all circles in the society, our province has made a great achievement in respect of water and soil conservation and sand prevention. And all these achievements has strongly support the sustained and rapid development of the economic and social development of our province.

[9:37:43 February 28th, 2011] Shang Mengping: First, we have accelerated the speed of soil and water conservation and have improved our competency of preventing flood, drought and sand. Second, the water and soil conservation has strongly supported the farmers getting rid of poverty and becoming better off. Third, we have successfully improved the ecological environment and improved the living condition of urban and rural residents. Because of the outstanding work in the water and soil conservation, four cities in our province including Binzhou, Qingdao, Yantai and Dongying are rated as the “Soil and Water Conservation and Ecological Environment Construction Demonstration Cities”.

[9:45:04 February 28th, 2011] Shang Mengping: Second, I will introduce you the main innovation points of the new Law. The new Law includes 7 chapters and 60 clauses. Except for the General Principles and the Supplementary Principles, the other five chapters include Planning, Prevention, Governance, Supervision and Legal Obligation. Planning, policies and successful practices of the Party and State in recent years will be fixed by laws, which will become much more scientific and operable. The innovation points can be summarized by 5 strengthening. First, the Law strengthened the responsibilities of the government and related institutions. Second, the Law strengthened the legal status of the planning. Third, the Law strengthened the prevention and protection regime. Forth, the Law strengthened the comprehensive management. Fifth, the Law strengthened the legal obligation.

[9:47:54 February 28th, 2011] Shang Mengping: Third, I will introduce you our provincial work plan for the publicity and implement of the Water and Soil Conservation Law.

[9:47:54 February 28th, 2011] Shang Mengping: The implementation of the new Water and Soil Conservation Law will provide us a legal weapon and will have a realistic significance to accelerate the water and soil conservation, to enhance the construction degree of ecological civilization and to put forward the development of the provincial economy, society and science. As the operating administration of water and soil conservation, we have formulated a detailed plan for the study and publicity. And we have also given note to all regions to enhance the people’s awareness of considering the water and soil conservation. And at present, we should focus on the following works. First, we should do a good job of the study and publicity. Second, we should do a good job of the training and explaining. Third, we should revise and complete the local matching regulations. Forth, we should practically draw up the soil and water conservation program. Fifth, we should strengthen the supervision of production and construction projects. Sixth, we should continually expanding our working field and enhance the social service.
