[11:35:11 November 29th, 2010] Shandong Newsnet: The Provincial Government press briefing is confirmed to be held at ten, November the 29th, 2010, Tuesday. Conditions of the publishment of the Regulations of the Shandong Province of the Work for the Protection of Cultural Heritages will be issued.

[10:00:49 November 30th, 2010] Kong Fanke: The protection of cultural heritage is the basic work to keep the cultural inheritance, promote core socialist values and protect the cultural diversity of the world. It also has a significant meaning to the enhancing of cultural soft power and the coordinated growth of the economy and society. The provincial party committee and the provincial government have always been taking high priority to the cultural heritage protection. In recent years, by the joint effort of the administrative department cultural relics and other departments, the system of regulations for protection of the cultural heritages is gradually completed and has laid the foundation for the law-based administration of the protection of the cultural heritage. As an important local rule, the promulgation of the Regulations of the Shandong Province of the Work for the Protection of Cultural Heritages was launched since 2004 and after steps of project approval, drawing up, survey, consultation and revising, the Regulation is passed by the 19th meeting of the 11th session of the Standing Committee of the NPC and will be put in force since December the 1st.
 
[10:01:11 November 30th, 2010] Kong Fanke: The provincial press briefing is held here today. Mr. Xie Zhixiu, Deputy Director of the Department of Culture of Shanodng Province Director of the Cultural Heritage Administration of Shanodng province is invited to give us a circular of the related conditions about the promulgation and implement of the Regulation.
 
[10:01:35 November 30th, 2010] Kong Fanke: Reporters from the central press in Shandong, Hong Kong press branches in Shandong, as well as press directly under the province and main press of Jinan also attend the briefing.
 
[10:01:49 November 30th, 2010] Kong Fanke: First, I call on Mr Zhang Zuoping to inform us the related conditions about the promulgation and implement of the Regulation.
 
[10:02:27 November 30th, 2010] Xie Zhixiu: Friends from the press, the Regulations of the Shandong Province of the Work for the Protection of Cultural Heritages is discussed and passed by the 77th Standing Conference of the Provincial Government. And then it was submitted to the provincial People’s Congress Standing Committee for consideration. In the 19th meeting of the 11th Provincial Standing Committee of the NPC, the Regulation is discussed and passed by and will be put in force since December the 1st.
 
[10:03:02 November 30th, 2010] Xie Zhixiu: The Regulation contains 7 Chapters and 68 Articles and has the same frame with the Law for the Protection of Cultural Relics. The Regulation is directed by the scientific development perspective and carries out the policy of “taking protection the main work, rescue as priority, attaching importance to optimal use and strengthening management” thoroughly. It considered the development practice of the politics, economy, culture, society and cultural undertakings and has the features of “down-to-earth, giving prominence to the key points, innovative, specific legal liability and easy for operation”.
 
[10:03:17 November 30th, 2010] Xie Zhixiu: It’s necessary and urgent to promulgate and put the Regulation in force. It’s the need of rule the country by law and regulates the culture undertakings according to the laws, as well as enforcing the development of our socialist culture. It has an significant meaning for the comprehensive, harmonious and sustainable development of the economy and society. Cultural heritage is the valuable spiritual and material wealth left by our ancestors. It’s the bridge for us to exchange with the past. It is not only related to the past and present of the human, but is also related to the development of the human being. At present, as the politics, economy, culture and society is developing speedily, the protection work of the cultural heritage is facing many new challenges. An under this circumstances, a new Regulation is asked to be promulgated to promote the healthy and ordered development of the cultural undertakings of our province.
 
[10:07:12 November 30th, 2010] Xie Zhixiu: Firstly, the original Regulation has some points that can not fit the present circumstances because it is published and put into force since the year of 1990. And at the same time, some precious practice in the protection of cultural heritage should be used to further the protection.
 
[10:08:21 November 30th, 2010] Xie Zhixiu: Second, the contradiction between the protection of cultural heritage and the economic construction is gradually shown. In this process, many cultural heritages are destroyed.
 
[10:09:31 November 30th, 2010] Xie Zhixiu: Third, the contradiction between the protection of cultural heritage and the development and the utilization is also gradually shown. The protection and utilization of the cultural heritage supplement each other. We must use the heritage well instead of just protect it.
 
[10:10:40 November 30th, 2010] Xie Zhixiu: Forth, the 17th National Congress of the Communist Party of China sounded the bugle of developing the cultural undertakings. Our provincial party committee and government took out the object of the construction of a strong economic and cultural province at the proper time. The new terrain and new task give us the new demand for us.
 
[10:12:47 November 30th, 2010] Xie Zhixiu: In this way, in order to adapt to the development terrain of the economic and social development and the demand for the protection of the cultural heritage, the provincial party committee and the provincial government decided to reorganize the Regulation.
 
[10:14:01 November 30th, 2010] Xie Zhixiu: The process of the publication of the Regulation. The Regulation was firstly drawn up in the second half year of 2004. It contains the joint effort of the provincial party committee, Law Promotion Office of the provincial government, the Department of Culture and the cultural heritage bureau. We had also have taken local cultural heritage regulations of dozens of provinces as reference. After over 6 years of accumulation and revision and 5 times of consultation of the related departments, the people’s congress of 17 Shandong cities, as well as 4 times of investigation and survey, the Regulation finally became a high-quality one.
 
[10:17:04 November 30th, 2010] Xie Zhixiu: Main features of the new Regulation. The new regulation is a supplement and refining of the Law for the Protection of Cultural Relics. And at the same time, we combine it with the practice of our heritage undertakings. In this way we made the new Regulation more easily to operate. The content of the new one is also much comprehensive, rich and specific. Firstly, it highlights the cultural heritage management organization and team construction. Second, it highlights commissioned law enforcement. Third, it highlights the management of the unmovable cultural heritage that has not been listed in the protected cultural heritage unit. Forth, the Regulation highlights the protection of cultural heritage in the field. Fifth, it highlights strengthen of the management of unmovable cultural heritage. Sixth, it highlights the protection of cultural heritage in the process of basic infrastructure projects. Seventh, it highlights the management of the cultural heritage collection. Eighth, it highlights strengthen of the management of circulated cultural heritage. Ninth, it highlights the further the standardization of law enforcement department and the judicial authorities in the process of cultural heritage transfer. Tenth, it highlights the management of the cultural heritage protection department. Eleventh, it highlights the legal liability.

[10:34:04 November 30th, 2010] Xie Zhixiu: The further learning, publicity and implement of the Regulation. Firstly, we should learn to enhance our knowledge about and the consciousness and sense of responsibility of the Regulation. Second, we should organize well and mobilize the public to learn the Regulation. Third, we should strengthen the organization and leadership of the learning, publicity and implement of the Regulation. The protection of cultural heritage will benefit our descendants. With the implement of the Regulation, the cultural undertakings of our province will compose its brilliant chapter. Thank you.
